In a high‐profile case that first drew big media headlines last February, a New York brokerage firm and a ring of eight brokers on the floor of the New York Stock Exchange were charged with perpetrating a scheme in which they made over $11.1m in illegal profits and at the same time covered their tracks with an elaborate fraud.

In the USA, as elsewhere in the world, the public interest in effective law enforcement is often in conflict with the public's concern for the privacy of personal financial and other sensitive information. During recent decades, the federal government has compiled increasing quantities of data on its citizens. This has proven necessary to determine who qualifies for various benefit programmes, to monitor compliance with anti‐discrimination statutes and to pursue various other social goals. In addition, improved technology has greatly increased the capability of the government to compile and retrieve information about individuals. This burgeoning governmental information gathering, however, has brought with it an increasing concern over its potential to intrude into the private lives of the citizenry.

As surely as night follows day, the internationalisation of securities fraud has followed the internationalisation of the world's securities markets. As a result, the US Securities and Exchange Commission has had to develop new investigative and enforcement tools. If a boiler room operator in another country defrauds investors in the US by means of the Internet, the telephone or the mails, the SEC's ability to investigate the activities in the foreign country depends on its ability to obtain information and documents from persons it is able to assert jurisdiction over in the US, or to obtain assistance of its foreign counterparts.

“Real‐time” enforcement has been the hallmark of Harvey Pitt’s tenure as Chairman of the Securities and Exchange Commission (the “SEC” or “Commission”). However, real‐time enforcement cannot succeed without real‐time knowledge of securities law violations. To foster early disclosure of possible wrongdoing, the SEC has emphasized the desirability of corporate cooperation through early self‐detection, self‐correction, and self‐reporting. Now, key provisions of the Sarbanes‐Oxley Act of 2002 will make such cooperation more likely, by changing some of the basic ways that corporate directors, officers, employees, accountants, and attorneys deal with each other.

The purpose of this article is to present an overview of the history and development of transaction log analysis (TLA) in library and information science research. Organizing a literature review of the first twenty‐five years of TLA poses some challenges and requires some decisions. The primary organizing principle could be a strict chronology of the published research, the research questions addressed, the automated information retrieval (IR) systems that generated the data, the results gained, or even the researchers themselves. The group of active transaction log analyzers remains fairly small in number, and researchers who use transaction logs tend to use this method more than once, so tracing the development and refinement of individuals' uses of the methodology could provide insight into the progress of the method as a whole. For example, if we examine how researchers like W. David Penniman, John Tolle, Christine Borgman, Ray Larson, and Micheline Hancock‐Beaulieu have modified their own understandings and applications of the method over time, we may get an accurate sense of the development of all applications.

James March argued that irrational approaches to problem solving and foolishness can be useful for addressing complex problems. Grand challenges are complex problems that often involve “guarded societal institutions” – societal beliefs and practices guarded by political or commercial powers. To explain how organizations with impossible goals dismantle such institutions by mobilizing irrationality and foolishness, we develop a process model which is illustrated with the case of People for the Ethical Treatment of Animals. Our main contribution is to expand James March’s ideas on logics of action and organizational intelligence to advance a novel perspective for tackling big societal problems. We argue that foolishness is not only a means for finding distant solutions to complex problems but also a means for generating sustained motivation, well-being, and ideas that spark debate and lead to the questioning of taken-for-granted societal beliefs.

This paper aims to summarize the microstructure characterization of parts that were produced using a hybrid manufacturing process consisting of laser metal deposition (LMD) and friction stir processing (FSP). This research was conducted to investigate the evolution of the microstructure following FSP and LMD and to study the possibility of producing or repairing parts with a forged-like microstructure using this hybrid technique.

The microstructure of the nugget regions obtained in the substrate weld, stir over deposit and deposit over stir experiments was investigated.

Highly refined grain size in the order of 1-2 μm was observed where FSP was performed over laser-deposited Ti–6Al–4V. Large equiaxed grains were observed in the experiment where subsequent deposition was carried over the stir. A decreasing grain size was also observed in the dilution zone (DZ) inside the nugget from the stir surface to the bottom of the DZ.

A highly refined microstructure formed from FSP is able to increase the fatigue life by delaying the fatigue crack initiation. Peters et al. (1980) reported that reducing the grain size from 12-15 μm to 1-2 μm in an equiaxed Ti–6Al–4V alloy corresponded with about 25 per cent increase in fatigue strengths at 10,000,000 cycles.

This proposed technical approach is a novel and effective method to produce forged-like parts using a metal additive manufacturing process.

The current longitudinal study investigated the within- and between-person variance in work-to-family conflict and family-to-work conflict among working mothers over time. It also examined the effects of a nonstandard work schedule and relationship quality on work-to-family conflict and family-to-work conflict using bioecological theory. Results of multilevel modeling analyses showed that there was significant within- and between-person variance in work-to-family conflict and family-to-work conflict. The linear and quadratic terms were significantly related to family-to-work conflict, whereas the quadratic term was significantly associated with work-to-family conflict. There was also a positive relationship between a nonstandard work schedule and work-to-family conflict, whereas relationship quality was negatively associated with family-to-work conflict. Future studies should consider diversity among working mothers to adequately predict work–family conflict. The current study provides important implications for employers to consider, concerning within-and between-person differences among working mothers, which could in turn allow for accommodations and help to decrease work–family conflict.

The United States government is the world's largest publisher. Its presses churn out thousands of items annually, covering every conceivable subject. Even though most of the items deal with present day concerns, the United States government is responsible for the publication of a large number of histories. Unfortunately, these works, with the possible exception of the Department of Defense's Military History Series, have received little exposure and limited use. In an effort to bring this valuable resource to light, the following bibliography presents annotated citations to nearly 150 histories published from mid‐1977 through mid‐1979.
